We're sorry the app isn't clearer. It appears there might be a misunderstanding regarding the 'Active' and 'Serving Status' columns. There can only be one serving status for a keyword at a time. The campaign may be enabled or the ad group may be enabled, but the ultimate status of the keyword is 'Targeting Delivering'. Targeting delivering implies campaign enabled and ad group enabled. The keyword cannot deliver if both of those things aren't true.
